After exploring the types of budget for my institution I found this  a difficult question to answer. I am a federal employee; therefore, I work for the federal government. Figuring out who is in charge of submitting a budget of a federal organization has many facets. I know that the budget of Veterans Affairs (VA) is submitted. As to who exactly draws up the budget is a little harder  for me to figure out.  The budget is overseen and submitted by a department called the Office of Budget . The Office of Budget lays out the plan for the budget and requests the money (2022). This budget is then submitted to Congress.   There is also the Office of the Inspector General (OIG). This department makes sure that the tax payer money allocated for the use of VA programs is going to VA programs and not being misused (2019). The (OIG) department performs audits of all VA programs and services. There is also the Office of Management (OM).
